If (as I think) the signature at lower left of this panel reads “Tony”, the artist is Tony Hudson, a recent discovery of David Roach’s. The same artist did the “Spring-Heeled Jill” stories in the Debbie annuals, and a spooky story called “Trapped!” in the Judy 1981 annual.

Another of his stories is Swan Song from Debbie Annual 1980, which also has the “Tony” signature.
