Plot

Two orphan siblings, Ben and Penny, escape from the orphanage, only for Ben to be abducted by a Fagan-like criminal, the Director. Eventually Penny, with the help of shoeshines, street peddlers and others, manages to find Ben and the Director drowns in the canal. They all retire to the country and life happily ever after.
