Can’t be totally certain from the image, but I think the artist is Leslie Branton. He did the story in the 1977 Bunty Annual.

“It’s No Joke – the Queen’s Broke” ends in Bunty #994 (January 29, 1977). I’m not an artist expert but I looked at both this serial and the 1977 annual story and I believe it is the same artist, although I’m not positive.
